CMCA members: Managing your circulation during the postal lockout

JUNE 23, 2011 – Canadian Media Circulation Audit (CMCA) members are asked to use the following circulation reporting procedures for any issues of your publication that were affected by the postal strikes and lockout:

1.A) If you have chosen to delay mailing until after the strike, please ensure that you deposit the copies at the post office immediately after the end of the strike. Indicate in your CMCA records the number of copies that were mailed on [DATE] due to the Canada Post strike.

1.B) If you have chosen alternative delivery methods during the strike, please ensure that you track your distribution according to the rules set out for your chosen methods. Indicate in your CMCA records the number of copies that were delivered by each alternative method due to the Canada Post strike.

1.C) If you delivered your publication to the post office and paid for the cost of mailing, but the publication was or will be mailed late due to the strikes or lockout, report your circulation as you normally would.

2. Issues affected by the strike may be omitted from the six-month average and reported as extraordinary distribution, provided that they meet the minimum requirements re: circulation fluctuations. Indicate in your records that these issues are being reported as extraordinary distribution due to the Canada Post strike.
